Platform for Emergency Communications & Services to First Responders

In case of emergencies, First Responders (FRs) "fight against time" as they have to move fast to be able to reach the victims before it is too late for their lives. This applies both in "large" and "small" scale events due to natural, man-made disasters or criminal actions and terrorism attacks. Thus, FRs need timely and accurate situational reporting that can come either from different public safety bodies (cross-body communication) or from the victims them-selves. In addition, cross-body communication channels, enhance real-time cooperation among in-field units.

The platform’s subsystems and components are hereby presented:

  • FRs from different bodies (or sometimes even within the same body) are equipped with mobile terminals of different technologies (TETRA, TETRAPOL, AMR etc) for voice and data while citizens are “equipped” with 3G/ 4G smart-phones which carry many communications advances (GPS, sensors etc). FRIC (First Responders Interoperable Communications) delivers an interoperability gateway that interconnects heterogeneous civil-protection-purpose networks (TETRA etc) with commercial-purpose networks (UMTS), during emergencies, so that FR responders from different bodies can communicate with each-other and with the victims.
  • FRAPP (First Responders’ App) is a mobile application especially designed to meet the needs of First Responders which have to receive alerts and critical information about their mission anywhere, anytime on the field of operations. FRAPP support quick incident reporting, interactive maps and location based functionality, connection with cameras and video playback capabilities, text-to-speech/speech-to-text functionalities for hands-free operation, group messaging and other features optimized for use by First Responders during Crisis Management.
  • DXLHB is a Long Distance Low & High Bit rate data link over VHF/UHF frequencies that provides long distance data communications through voice, video, images and text messages over the VHF/UHF bands. A group of different VHF and UHF channels can be used to provide data links of low and high bit rates (with IP connectivity) that can be utilized dynamically based on the QoS priorities and the current available channel throughput.

ISL possesses broad technological and practical knowledge on electromagnetic interference (EMI) hardening methods and technologies required to increase the immunity in complex systems such as the predefined assets against all electromagnetic threats. EMI Protection provided by ISL emphasizes on: Reduction of critical infrastructures vulnerabilities regarding EMI, Providing a risk analysis and a management process including a set of operational and electromagnetic protection measures, Developing methodologies and guidelines (regulatory framework) for protecting critical infrastructure assets against EMI.
