CIVILnEXt ,a widely anticipated project with high European interest, kicked-off May 3, 2018 coordinated by the Integrated Systems Laboratory – NCSR “Demokritos”.
CIVILnEXt is a Pre-Commercial Procurement EU-funded project that teams up a group of 5 buyers and 9 technical and institutional organizations with significant experience in EU external policies, in order to procure the development of a cost-effective, common Situational Awareness, Information Exchange and Operation Control Platform that will support EU external policies.
With a total budget of 11,109,643.75€ and € 7,777,700.00€ available for the procurement, CIVILnEXt is expected to attract the attention of a large group of interested bidders.
The European Union Global Strategy on Foreign and Security Policy (EUGS) has highlighted the need for the EU to further improve its civilian missions, by pursuing better communication, information-sharing, joint reporting, analysis and response planning between member state embassies, EU delegations, Commission services, EU Special Representatives and Common Security and Defence Policy (CSDP) missions.
Thus, the desired goal is to develop, test and validate a cost-effective and interoperable Operation Control Platform that will support the execution of civilian CSDP missions, by facilitating information exchange and supporting situational awareness and operation control, with the aim to contribute to more effective European civilian external action.
Following the successful Coordination and Support Action (CSA) project CIVILEX, the pre-commercial procurement process of CIVILnEXt will be based on the operational requirements identified by the CIVILEX project addressing issues such as “fragmentation” and “closing gaps”.
The procurement aims to target and engage all the prominent industry players and collect proposals regarding the design and the development of services that will lead to the delivery of a fully functional and smoothly integrated OCP.
The Consortium consists of 14 partners. NCSR Demokritos is the Project Coordinator and KEMEA is the Lead Procurer. GUCI, HMOD, CEP, CMFA, IOM partners consist the buyers group and SATCEN, ATOS, ECDPM, IAI, CENTRIC, EBOS, KIS are the Technical and Policy Advisory partners.
