The study of the High-Level Advisory Committee on AI explores the rapid advancements in AI and their capacity to reshape multiple facets of human activity, creating significant opportunities for economic growth and societal progress at both the national and global levels. Grounded in extensive research and expert consultations from Greece and abroad, this study outlines the guiding principles for a national AI strategy, the adopted methodology, and six flagship projects with the potential to position Greece as a leader in the AI sector.
The strategy was developed through a collaborative approach, bringing together government officials, researchers, entrepreneurs, and international experts. This inclusive process ensured that the policy framework is both forward-thinking and tailored to Greece’s specific challenges and opportunities.
The first two chapters define the Committee’s framework and methodology, while the following chapters focus on four key areas critical to Greece’s AI transformation:
Innovation & Entrepreneurship (Chapter 3): Examines AI’s role in fostering innovation and strengthening the business ecosystem, positioning Greece as an attractive hub for startups and investments.
Education & Research (Chapter 4): Highlights the need to enhance AI education and research, ensuring Greece develops the skills and expertise necessary to lead in the AI domain.
Regulatory Framework (Chapter 5): Explores policies for the responsible and ethical use of AI, ensuring safety, accountability, and transparency.
AI in Government (Chapter 6): Proposes strategies for integrating AI into the public sector to improve efficiency, governance, and service delivery.
By establishing a clear roadmap for AI development, this study lays the foundation for Greece’s strategic AI adoption, ensuring sustainable growth, innovation, and responsible governance in the years ahead.
