WIN is a pilot wireless broadband network for fast internet access at the 3.5 GHz licensed frequency band funded by the IST Program of the European Union Commission. WIN is the first such near commercial size cellular wireless network ever operated at the 3.5 GHz frequency band in Greece. The WIN network consists of two cells covering a large portion, approximately 35, of the Athens bay. The purpose of this pilot project is to: (a) deploy a wireless broadband network and gain experience from its operation; (b) develop services to take advantage of the available bandwidth; (c) survey the market and produce a business model for operating a wireless network; and (d) evaluate the performance of the wireless network and its services with a large pilot users group. This paper will report on the findings and the experience gained from the deployment and operation of WIN and the tests on the e-learning service during the first 18 months of the project. Emphasis is given in issues related to network design, EMF radiation compliance, the wireless link performance as measured during e-learning application sessions and the impact of e-learning on students and professionals.
