Terrorist content and other illegal content online are an increasing issue both from asecurity and public policy perspective. Asa response, the Terrorist Content Online (TCO) Regulation isaddressing violent extremism and the dissemination of TCO, setting out specific measures that hosting service providers (HSPs) exposed to TCO must implement. However these measures might represent an important burden for HSPs and especially for micro and small HSPs, which are the target group of this call and this project “Fighting Terrorist Content Online” – FRISCO.

The general objective of FRISCO is to support HSPs to comply to the TCO regulation, through:

  1. Inform and increase HSPs’ awareness of the TCORegulation and their new obligations
  2. Develop and validate tools, frameworks and mechanisms to support HSPs in the implementation of the TCO regulation
  3. Sharing experience, best practices and tools to support the implementation of the TCO regulation.

The project activities are based on first mapping of technical and human needs of target HSPs and their level of awareness of the TCO regulation. Based on this in WP2 tools, frameworks and mechanisms will be developed and validated. WP3 will enhance the capacity building of HSPs and WP4 will support raising their awareness in relation to compliance duties. Finally, WP5 will disseminate the results of the project.

The project gathers 7 beneficiary partners from 6 European countries (Greece, France, Holland, Germany, Italy, Hungary). It involves law enforcement agency (French Ministry of Interior), trusted flagger organisations (VPN, INACH), research centre (NCSR-D), tech company (Tremau), umbrella organisation of HSPs (IVSZ) and an association for digital learning (D-Learn).

Asa result of the project targeted HSPs will have a better understanding of what is TCO and will be better prepared to deal with it and to comply to the TCORegulation. This will lead to safer navigation online by reducing the risk to encounter TCO.
